If a gambling website says it holds a Belize online licence, the government says that claim is false. Its notice of June 2025 says no online gaming company is licensed to operate from Belize[2].
The Gaming Control Board licenses casinos, gaming machines and online gaming. We found no website of its own. Its secretariat, a government unit in Belmopan, publishes the laws, forms and notices[10].
Here is the answer by product:
- Online casino — closed. Licences are frozen, and nobody holds one[2].
- Online poker — closed, under the same rules as online casino[8].
- Casinos and gaming machines on land — licensed by the Gaming Control Board[6].
- Lottery — the main games are run by a company the government owns. Other lotteries need a licence from the Lotteries Committee[9].
- Sports betting — online betting is frozen with the rest of online gaming. We could not find out whether betting shops are licensed on land.

Scored on online casino, and Belize says no, for now.
On 9 June 2025 the government said Belize has a moratorium on issuing online gaming licences. No online gaming company is licensed to operate from Belize, and none will be until further notice[2]. The same notice says any company claiming such a licence is acting illegally.
So a regime exists on paper, nobody holds a licence, and no new one can be had. We mark that prohibited.
The answer holds from both sides:
- For a player in Belize, a Belize online licence never covered you. Under the 2004 rules, every licence had to bar its holder from taking bets from anyone resident in Belize[7]. Nothing we could read makes playing itself an offence.
- For an operator based in Belize and serving players abroad, there is no licence to get. Conducting online gaming in or from Belize without applying for one is an offence. The fine is up to US$25,000, or 2 years in prison[7].
Online poker and online betting fall under the same rules. Casinos on land are licensed, and the government named 5 of them in September 2021[1]. The main lotteries are run by a company the government owns.
One limit on this answer. The National Assembly's website showed only a suspended-account page when we checked on 5 November 2026. If parliament has made a newer gambling law, we could not read it.
The detail, section by section
Belize did license online gaming, under regulations made in 2004. They cover any game, bet or lottery played by telecommunication[8]. Only a company incorporated in Belize as an international business company could hold the licence. It cost US$5,000 to apply and US$10,000 a year.
The licence was meant for players abroad. Every licence had to bar its holder from taking bets from anyone resident in Belize[7].
The list of holders shrank in public. In January 2010 the Gaming Control Board said only 2 online gaming companies were licensed to operate from Belize[4]. In February 2022 the government said there was only 1[3]. In June 2025 it said there were none, and announced a moratorium on new licences[2].
The secretariat's page still lists online gaming as one of 3 licence types, with forms to download[10]. The June 2025 notice is the newer word.
Belize publishes no register of licence holders. It publishes warnings, and each one names the few companies licensed at that moment.
For online gaming that makes the check simple, for now. No company holds a Belize online licence, so a site showing one is not licensed by Belize. The government urges internet users not to do business with such companies[2].
We found no blocklist, no domain checker and no self-exclusion scheme on any Belize government site.
In September 2021 the government named 5 licensed casinos, in Corozal, Belize City and San Ignacio[1]. It said only they may run live games such as poker and blackjack.
A new casino licence goes only to a resort of international standard with at least 50 rooms. The annual fee runs from US$60,000 to US$300,000, by the number of rooms[10]. Gaming machines are licensed one by one, in premises more than 300 feet from a school or church.
Running a gaming house without a licence is a crime. The owner or occupier faces a fine of up to $100,000 or 2 years in prison[6].
The main lotteries are Boledo, Jackpot and the Ordinary Lottery. Since December 2023 they have been run by Belize Government Lotteries Limited, a company the government owns.
Before that, a private company ran them under an exclusive licence. The Lotteries Committee revoked it in April 2023, and sales stopped on 2 May 2023[5].
Everyone else needs the Committee's permission. Promoting, holding or running any lottery takes a licence[9]. A raffle with prizes worth $500 or more needs written permission too. A first offence carries a fine of $10,000 to $20,000, or 1 to 2 years in prison[9].
Promoting online gaming from Belize without a licence is a crime, and no licence can now be had. Under the 2004 rules, taking part in the promotion of online gaming counts as conducting it[8]. Conducting it in or from within Belize without applying for a licence is an offence. The penalty is a fine of up to US$25,000, up to 2 years in prison, or both[7].
The rule is drawn around activity in or from Belize, and does not say it reaches a publisher abroad. The regulations exist only as a scan, so we read them but do not quote them.
Lottery advertising has a wider rule. Advertising an unlicensed lottery is an offence. So is bringing its tickets or advertisements into Belize, or inviting anyone to send them in[9]. That part is written to catch material sent in from outside the country.
The government also warned in 2021 that anyone who promotes live card games for profit outside the licensed casinos acts illegally[1].
Promoting an unlicensed operator is an offence
A fine of up to twenty-five thousand dollars, which regulation 2 defines as US dollars, or up to two years in prison, or both (regulation 19(1)). Read from the scanned Regulations, which have no text layer.
Belize's neighbours gave different answers:
- Mexico licenses online casino and sports betting. Promoting gambling there is an offence that reaches operators abroad.
- Guatemala prohibits online casino, and casinos on land as well.
- Honduras has the same shape as Belize: online casino prohibited, casinos on land licensed.
Curaçao, another Caribbean licensing name, still licenses online casino. Belize used to license online gaming too. It has stopped, and says so.
- Treat any claim of a Belize online gaming licence as false. The government says nobody holds one[2].
- For a casino on land, check the name against the 5 the government listed in 2021[1]. That list may be out of date.
- We found no complaints route for players. Questions go to the secretariat in Belmopan, at [email protected][2].
Gaming Control Board - the board of nine members appointed by the Minister responsible for gaming under the Gaming Control Act, Chapter 152. It licenses casinos, gaming-machine premises and online gaming, the last through its Online Gaming Licensing Committee under the Gaming Control (Online Gaming) Regulations, 2004. Its secretariat is the Investment Policy and Compliance Unit, a government unit in Belmopan. Lotteries and raffles are licensed separately by the Lotteries Committee under the Lotteries Control Act, Chapter 151.
